About Us

The Judicial Water and Environment Commission has been formed by the Honorable Lahore High Court, to protect the Fundamental Right to Life of the Public, to ensure that the Government Functionaries implement the Directions given for the safeguarding of the environment, in view of scarcity of natural resources and climate change.

Honorable Mr. Justice Shahid Karim's Message

The social action petition in which the Water Commission was appointed by this Court has triggered a spate of actions for the preservation and conservation of WATER, a fast depleting but hugely precious resource. It is being done lest we are guilty of closing the stable door after the horse had bolted. Robust and activist approach rather than traditional toolkit of judicial review was employed by the Court which led to the concept of a Water Commission, a watershed moment. Tremendous achievements have been made by the Commission over the span of a short period which has vindicated this Court’s vision in applying such a method and has, at the same time helped to break the bureaucratic inertia. Here is a classic case of judicial outbreak to step in to stem the tide of climate change in a small way. If it gathers momentum, these small steps will translate into giant leaps of enormous proportions. We, as a generation, have been guilty of plundering natural resources and of them water has been the biggest casualty.

It should go without saying that water, and the environment, which we live in, is a ‘grace’ or ‘naymat’ granted to us by Allah- for which we are all accountable- but, as humans, we are reckless in our consumption of natural resources and we pollute the very environment which is essential to our survival. We, as individuals, shirk from taking responsibility, for our actions and inactions, and prefer to ‘pass the buck’.

The burning cruciality of the issue of the rapid depletion of ground water level in Lahore without any adequate means of recharging of Lahore Aquifer has occasioned, due to lack of policy, absence of water right law and mismanagement of water resources. I was swept into this particular “Public Interest Litigation” on 5 September 2018 initiated before the Honorable Lahore High Court which paved an instrumental role in sensitizing and curtailing a host of issues regarding the rapid depleting ground water of Lahore.
