Formulation of Environment Commission
The Honorable Court established the Judicial Water Commission in its order dated 31-10-2019 in W.P. No. 227807/2018 titled Haroon Farooq Vs G.O.P. etc. The relevant part of the order is reproduced as follows:
“The proceedings in this Court today have convinced this Court that it is imperative to put in place certain measures for dealing with the issue of pollution which has assumed alarming proportions in the recent days. It is likely to worsen in the coming days and must be dealt with on emergency basis. For the purpose, the Commission appointed by this Court is also designated as the Environmental Commission. It is directed that all departments of the Govt. of the Punjab shall render proper assistance to the Commission in the discharge of its functions and all proceedings taken by the Commission shall be deemed to have been authorized by this Court. The Commission shall take all measures which are imperative for putting a stop to further contribution to pollution being cause to the atmosphere of Lahore”.

Conversion of Brick Klins
That as a consequence of the Honorable Lahore High Court orders the Brick Kilns have now reached 100% conversion across Punjab which have been converted from old bull Trench technology to zigzag Technology. It is pertinent to mention here that in order to maintain the percentage of converting brick kilns, the follow-up teams appointed by the Judicial Environment Commission randomly check the brick kilns and if they find the non-compliant seal the brick kilns premises to ensure the Honorable Courts orders are complied with.

Control on Smoke Emitting Vehicles
The action against smoke emitting vehicles which includes the number of vehicles which have been checked have reached 39528, number of vehicles which have been challenged are 10466 and the amount of fine which has been imposed is Rs. 11,508,200/- number of vehicles which has been impounded have reached upto 2485.

The number of smokes emitting industries in the district of Lahore against which action was initiated and therefore industrial units were sealed on emission of excessive smoke and particulate matter were 223. By the orders of Honorable Court, fine imposed on violators is Rupees 50,000/- to 100,000/-.

Anti Encroachment Operations
In Compliance of Honorable Lahore High Court Orders, City Traffic Police (CTP), Lahore Development Authority (LDA), Metropolitan Corporation Lahore (MCL), Parks and Horticulture Authority (PHA) and TEPA are doing joint encroachment operation in different areas of Lahore and share progress report with Judicial Water and Environment Commission on daily basis.

In Compliance of Honorable Lahore High Court Orders, the Judicial Water and Environment Commission issued directions to all DC’s across Punjab for the purpose of imposing 50,000/- fine in case of stubble burning.

Ban on Polythene Bags
A Complete ban on usage of any type of polythene bags has been fine imposed by Honorable Lahore High Court in Writ Petition No. 227807 of 2018 titled ‘Haroon Farooq vs G.O.P etc.’ A strict action against the violators is in progress as per the direction of Honorable High Court. By the orders of Honorable Court, fine imposed on violators is Rupees from 5,000/- to 20,000/-.
Roof Top Gardening
That’s a report was submitted by the LDA regarding roof top gardens and solar panels to which it is stated that 21 buildings out of 37 have compliance the directions of the Honorable Court whereas 9 buildings have been sealed, 6 FIR have been logged and 1 has been issued with a reminder notice.

Green Belts
That in context of work done under the orders of Honorable Lahore High Court Lahore and directions of the Commission an estimate for Miyanwaki Urban forest in the vicinity of Samsani graveyard F-1 block Johar town has been prepared and sent to the competent authority for approval. The report further highlights that 1500 plants have been planted in the process of recovering Samsani green belt from Shadiwal Chowk to Tikka Chowk. It was highlighted before the Commission that water hydrant near Expo Centre is being utilized for plantation consequently the Commission has instructed PHA to lift water from the Canal instead of extracting freshwater for green belt near Expo Centre.
